Former Attorney General of the Federation (AGF) and current African Democratic Congress (ADC) leader in Kebbi State, Abubakar Malami, has petitioned Nigeria’s top security agencies, alerting them of what he described as a concerted scheme to destabilise Kebbi State.
The petition dated 10 September 2025, was addressed to the National Security Adviser (NSA), the Inspector General of Police (IGP), the Director-General of the Department of State Services (DSS), and the Comptroller-Generals of the Nigeria Immigration Service and the National Security and Civil Defence Corps (NSCDC).
Malami accused the Kebbi State Governor, Nasir Idris, and other political actors of collaborating with foreign mercenaries and facilitating illegal arms trafficking.

Key Allegations
Importation and deployment of thugs and mercenaries: Malami alleges that foreign mercenaries from the Niger Republic are being brought in via illegal channels, armed and deployed to intimidate citizens, suppress opposition and undermine peace in Kebbi.
Governorship involvement: The petition specifically implicates Kebbi State Governor Nasir Idris and his associates, alleging covert ties to the terrorist group “Lakurawa”.
Recent attack cited: Malami claims that on 1 September 2025, he and other indigenes were attacked by armed thugs “operating without fear of law enforcement.”
Border insecurity & illegal arms flow: He called for tighter security in border communities to prevent infiltration by mercenaries and to stop illicit arms trafficking.

Background: Lakurawa and Regional Context
Terror designation: The Lakurawa group has been officially proscribed by a Federal High Court in Abuja and declared a terrorist organisation.
Violent operations: The group has been responsible for attacks in Kebbi and neighbouring states. Among the atrocities are attacks that have left dozens dead and villages burned.
Previous counter-operations: Nigerian military operations have reportedly destroyed several Lakurawa camps in Kebbi and Sokoto, while security forces continue to collaborate across the Nigeria–Niger border to prevent regrouping.

Reactions & Political Fallout
The All Progressives Congress (APC), the party of Governor Nasir Idris, strongly denied Malami’s allegations. They accuse Malami and his ADC supporters of sponsoring violence themselves during recent visits to Kebbi, including allegations of vandalism and attacks during his convoy’s movements.
Malami, in contrast, insists his presence in Kebbi was for condolence, not political campaigning, and condemns what he says is orchestrated intimidation and violence.
