The Minister of Housing and Urban Development, Dr. Muttaqha Rabe Darma, has stated that the resolutions from the Renewed Hope Housing Public-Private Partnership (PPP) Summit will be integrated into the Ministry’s upcoming Strategic Plan, a framework designed to transform housing delivery and stimulate economic growth across Nigeria.
Dr. Darma made the declaration in his address at the second edition of the Renewed Hope Housing PPP Summit (2.0), held at the Shehu Musa Yar’Adua Centre in Abuja on Tuesday.
The summit, themed “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs,” convened key stakeholders from government institutions, private sector firms, financial bodies, developers, and development partners to explore sustainable housing solutions for Nigerians.
The Minister revealed that the Ministry’s Strategic Plan would be officially unveiled by the end of May, following the completion of consultations with relevant departments and agencies. He noted that the strategic framework would offer clear guidance for implementing housing policies and projects through effective collaboration with the private sector and other critical stakeholders.
“Whatever plan we come up with, we will pursue diligently to ensure that it delivers meaningful results for Nigerians,” Dr. Darma stated.
Highlighting ongoing progress under the Renewed Hope Housing Programme, the Minister confirmed that housing construction at Ibeju-Lekki in Lagos State, Lambu in Kano State, and Karsana in Abuja is set to be commissioned by President Bola Ahmed Tinubu upon completion.
Beyond finishing existing projects, Dr. Darma said the Ministry plans to scale up housing delivery nationwide by establishing a sustainable framework anchored on robust PPP models, innovative financing mechanisms, and inclusive participation. “This would ensure that thousands of Nigerians will soon become homeowners, with roofs over their heads, as these housing projects continue to expand nationwide,” he added.
The Minister also noted that the projects have significantly boosted job creation, engaging thousands of artisans, engineers, contractors, suppliers, and other professionals, while stimulating economic activity in host communities.
In addition, Dr. Darma announced that the Ministry, in partnership with the Renewed Hope Infrastructure Development Fund, is currently delivering 1,550 housing units for military personnel as part of efforts to improve the welfare and living conditions of armed forces members.

Acknowledging the progress made, the Minister stressed the need to complete all ongoing projects within reasonable timelines and according to the highest standards. “We remain fully committed to the timely completion and commissioning of all ongoing Renewed Hope Housing Projects across the country,” he assured.

Dr. Darma urged financial institutions to develop flexible and accessible housing finance products tailored to Nigerians’ realities. He also encouraged state governments to provide land and create enabling environments for efficient housing development. He reaffirmed the Ministry’s commitment to advancing the Renewed Hope Housing Agenda through strategic partnerships and policies aimed at ensuring access to decent, affordable, and sustainable housing.
Permanent Secretary Commends Minister’s Leadership
Earlier, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore, commended Dr. Darma for supporting the summit and ensuring its continuity despite a recent leadership transition. He explained that the summit’s theme, “From Policy to Projects,” would focus on execution challenges, including structuring bankable projects, mobilizing finance, securing land access, and building partnerships capable of delivering housing units at scale.
Launch of Renewed Hope Housing Magazine
A major highlight of the summit was the official launch of the Renewed Hope Housing Magazine. The publication is designed to serve as a strategic communication platform for documenting the Ministry’s progress, showcasing projects, highlighting investment opportunities, and strengthening stakeholder engagement in the housing sector. The magazine also reflects the Ministry’s commitment to transparency, accountability, and sustained public communication.
