NASS Sends State Police Bill to 36 States for Approval

The National Assembly has transmitted the Constitution (Sixth Alteration) Bill, 2026, to the 36 State Houses of Assembly for consideration and approval.

The bill, which provides for the establishment of state police, was transmitted to the state legislatures on Wednesday, September 16, as part of the ongoing constitutional amendment process.

The Clerk to the National Assembly, Kamoru Ogunlana, said the transmission was carried out pursuant to Section 9 of the 1999 Constitution, as amended.

He said the state assemblies are expected to consider the bill and communicate their resolutions to the National Assembly within 30 days of receiving it.

Ogunlana, however, clarified that the 30-day period is an administrative timeframe and not a constitutional deadline.

For the proposed amendment to proceed, it must secure the approval of at least two-thirds of the 36 State Houses of Assembly, representing 24 states.

The establishment of state police is among the proposed constitutional reforms aimed at restructuring Nigeria’s policing system and addressing security challenges.

Other proposals contained in the ongoing amendment process include local government autonomy, independent candidacy, reserved legislative seats for women, and other electoral and governance reforms.

The State Houses of Assembly are expected to consider the bill in line with their respective legislative procedures and forward their resolutions to the National Assembly.

The National Assembly will take further constitutional steps after receiving the responses from the state legislatures.
