The Nigeria Upstream Petroleum Regulatory Commission (NUPRC) has unveiled steps for participation in the 2025 Petroleum licensing round.
The Commission formally launched the 2025 licensing round on Monday, December 1, 2025, with the official unveiling of its licensing portal. It says activities lined up for the licensing round will come in phases. In a video message, the NUPRC highlighted the process.
Step 1: Registration and Expression of Interest
It says the first step in the licensing round is registration and expression of interest. This is done by visiting the official site at br2025.nuprc.gov.ng, then clicking “Get started” to register or log in. Select “Create now”, fill in details (such as company name, email, RC number, etc.), and click “Register” to submit the form.

Thereafter, an activation email will be sent to the participant. This requires activating the account within 72 hours.
Step 2: Generation of Payment Invoice
Upon first login, a non-refundable registration invoice will be generated.
Step 3: Make Registration Payment
Here, the Commission requires the applicant to use the generated invoice and make a non-refundable registration payment of $10,000 via telex transfer and to upload proof of payment for confirmation.
Step 4: Uploading Expression of Interest Documents
Once the payment is confirmed, the participant will be granted access to upload expression-of-interest documents in accordance with the stated requirements. For full details on the guidelines, participants are advised to download and review the licensing guidelines and pre-qualification criteria available in the licensing round package section of the portal.
Step 5: Completing Registration
At this stage, the applicant is required to complete registration under “My profile”, which contains spaces for providing company information, shareholders, directors, management team, beneficial ownership information, technical and operational evaluation, and financial/commercial considerations. Participants are advised to ensure that all sections are completed and then click “Finish Profile” to submit documents.
Step 6: Outcome of Pre-qualification phase
The Commission says all applicants should await the outcome of the pre-qualification phase, assuring that all successful applicants will be contacted.

The upstream regulator had over the weekend announced that 50 oil and gas blocks are on offer across onshore, swamp/shallow water, frontier basins, and deep-water terrain, adding that the target is to attract fresh investments worth $10 billion and an additional two billion barrels to the national oil reserves over the next 10 years.
It stressed that the key aim of the licensing round is to boost Nigeria’s reserves, increase production capacity, expand gas utilisation, enhance indigenous participation and create thousands of jobs across the value chain.
It ensured that the bid process would be open, transparent, fair and competitive.
