The Federal Capital Territory Administration (FCTA) will, from Wednesday, November 26, 2025, begin enforcement actions on defaulters of ground rent, land use change/conversion fees, and right of occupancy (R-of-O) and certificate of occupancy (C-of-O) bills.
Lere Olayinka, Senior Special Assistant to the FCT Minister on Public Communications and Social Media, said the enforcement follows the expiration of previous grace periods granted to defaulters.

The initial 14-day grace period for ground rent payment expired on June 9, while the extension for compliance with land use/purpose clauses ends on Monday, November 24.
Olayinka added that the enforcement will also cover individuals who purchased properties but have not registered their interests by obtaining the mandatory minister’s consent and registering their deeds of assignment.

The FCTA urged all property owners in the Federal Capital Territory to comply with the payment of outstanding fees and registration requirements to avoid penalties.
