The House of Representatives has proposed a bill seeking to amend the 1999 Constitution to allow for the creation of additional Local Government Areas (LGAs) in Benue State.
The proposed legislation, numbered HB2527, is sponsored by Rep. David Ogewu, who represents the Oju/Obi Federal Constituency under the All Progressives Congress (APC).
The bill passed its second reading on Tuesday, October 28, following an extensive debate on its general principles.
Ogewu: Bill will strengthen grassroots governance
While leading the debate, Rep. Ogewu said the amendment aims to bring governance closer to the people by creating more local councils.
He noted that Benue’s vast landmass and growing population make it necessary to expand the number of LGAs for equitable development and effective administration.
“The creation of more councils will ensure that development reaches every corner of the state and improve service delivery,” he stated.
Support from fellow lawmakers
The motion for the bill’s second reading was seconded by Rt. Hon. Chinedu Ogar, representing Ezza South/Ikwo Federal Constituency, who described the proposal as a progressive step toward deepening democracy and enhancing rural development.

Ogar commended the sponsor’s effort, stressing that strengthening local government structures remains vital for the country’s democratic growth.
Reference to Akume’s past effort
Rep. Ogewu recalled that similar efforts were made by Senator George Akume, who, as Governor of Benue State in 2007, initiated moves to create more LGAs but could not achieve it before the end of his tenure.
He expressed optimism that this renewed legislative push would succeed in actualizing Akume’s vision and further decentralize governance in the state.
Next legislative steps
The bill has been referred to the House Committee on Constitutional Review for further legislative scrutiny and necessary action.
If approved, it will mark a significant step toward reshaping the administrative structure of Benue State.
Benue State currently has 23 Local Government Areas (LGAs), however, in the proposed Constitution Amendment Bill (HB2527) seeking the creation of additional LGAs in the state, no specific number of new councils was clearly stated.
