He described the proposal tagged Budget of Stability and Growth as more than a financial plan, saying it reflects the state government’s commitment to stability, inclusive development and measurable improvements across critical sectors.
Governor Lawal noted that the recurrent expenditure remains within international public finance standards for subnational governments, ensuring that operational obligations are met without undermining developmental priorities.
Capital Projects and Priority Areas
He added that the capital component, which dominates the budget, is targeted at rebuilding infrastructure, improving security, modernising agriculture, strengthening healthcare delivery, widening access to education and creating opportunities for the youth and vulnerable groups.
The Governor also called for continued collaboration between the executive and the legislature to ensure effective implementation.
“In this spirit of shared responsibility, I submit the 2026 Budget Proposal of Eight Hundred and Sixty-One Billion, Three Hundred and Thirty-Seven Million Naira for your consideration and approval,” he told lawmakers, urging them to subject the document to thorough scrutiny.
